Dienstermyn/Term of Office: `n Vyf (5) jaar Vaste Termyn Dienskontrak (Prestasie Gebaseerd). Die kandidaat word aangestel in terme van artikel 56 & 57 van die Plaaslike Owerheid: Munisipale Stelselswet 32 van 2000, soos gewysig.a Five (5) year Fixed Term Employment Contract. (Performance Based).The incumbent is to be appointed in terms of Section 56 and 57 of the Local Government: Municipal Systems Act, 32 of 2000, as amended.

SLEUTEL VEREISTES / KEY REQUIREMENTS

– `n Erkende Baccalareus Graad of Nasionale Diploma in Publieke Administrasie of `n relevante ekwivalente NQF 6 kwalifikasie in Sosiale Wetenskappe. / a Recognised Bachelor’s degree or National Diploma or a relevant NQF 6 qualification in Social Sciences.
– `n Nagraadse kwalifikasie sal die aansoek definitief versterk./ a Postgraduate qualification will be an added advantage.
– Ten minste 3 tot 5 jaar ondervinding op ten minste middelbestuursvlak verkieslik in `n plaaslike, provinsiale of nasionale regeringsvlak. / At least 3 – 5 years experience at middle management level at a local, provincial or national sphere of government.
– `n Sertifikaat in Minisipale Finansiële Bestuur sal tot die aansoeker se voordeel strek. / a Certificate in Municipal Financial Management will be advantageous to the incumbent.
– Die suksesvolle kandidaat moet oor deeglike kennis beskik ten opsigte van wetgewing, beleidstukke, standaarde, prosedures en regulasies van toepassing op plaaslike regering./The successful candidate must have thorough knowledge of legislation, policies, standards, procedures and regulations applicable to local government.
– Uitstekende rekenaarvaardighede./ Excellent computer skills
– `n Geldige Kode (B) bestuurslisensie. / a Valid Code (B) driver’s licence.
– Strategiese denke, beplanning, prioritisering en effektiewe kommmunikasie vaardighede is absoluut noodsaaklik. / Strategic thinking, planning, prioritizing and effective communication skills are absolutely essential.

SLEUTEL PRESTASIE AREAS / KEY PERFORMANCE AREAS

– Rapporteer direk aan die Munisipale Bestuurder oor sleutel departementele aktiwiteite./ Report directly to the Municipal Manager on key departmental activities.
– Implementeer die Geintegreerde Ontwikkelingsplan sowel as strategiese doelwitte van die Departement: Gemeenskapsdienste. Implement the Integrated Development Plan as well as strategic goals of the Department: Community Services.
– Verskaf ondersteuning en advies aan die Munisipale Bestuurder en Raad./ Provide support and advice to the Municipal Manager and Council.
– Implementeer die departementele Dienslewerings, Begrotings en Implementeringsplan (SDBIP).Implement the departmental Service Delivery, Budget and Implementation Plan.
– Ontwikkel en implementeer sleutel strategiese en besigsheidsplanne wat insluit, maar nie beperk is tot die, Rampbestuursplan, Omgewingsbestuursplan, Vervoerplan en die Verkeers en Lisensiëringsplan./ Develop and implement the key strategic and business plans which includes, but are not limited, to the Disaster Management Plan, Environmental Management Plan, Transport Plan and the Traffic and Licensing Plan.
– Bestuur die departementele begroting, menslike hulpbronne sowel as ander hulpbronne in ooreenstemming met plaaslike regeringswetgewing en tesourie regulasies. Manage the departmental budget, as well as human resources and other resources in accordance with local government and treasury regulations.
– Skakel met interne sowel as eksterne rolspelers./ Liaise with internal and external stakeholders.
– Fasiliteer rolspeler deelname en betrokkenheid./ Facilitate stakeholder participation and involvement.
– Enige ander taak soos gedelegeer deur die Munisipale Bestuurder. Any other task as assigned by the Municipal Manager.
